ISLAMABAD, Jul 10 (APP):The Islamabad High Court (IHC) has taken several new initiatives to clear the backlog of the old cases.
In addition to the fixation policy for reducing the backlog of old cases, another efforts to reduce the pendency of revenue matters was made by constituting a special division bench specifically for hearing of tax cases, said a press release.
Further, the IHC remains committed to enhance service delivery for litigants. Several proactive measures have been implemented to achieve this goal, including the digitization and automation of the IHC. A complete case record has been digitized.
It said that numerous public facilitation services have been provided, which can be accessed by lawyers and litigants from the comfort of their own spaces, such as Official website featuring interim order/judgment, reports/comments, case status, cause lists, copy status, case law management system and lawyer’s calendar.
E-Court facility for enabling lawyers and litigants to participate in court proceedings from various locations reduces travel time and costs. Electronic communication methods including SMS, Email and WhatsApp. General public services include KIOSK machine (installed at the public information desk of IHC), online court proceedings, identity section and public information section.
It said that new specialized branches such as the motion branch, implementation branch, and identity section have been established to expedite the procession of motion cases and to ensure timely service of notices and compliance with court orders, respectively.
The introduction of biometric verification in the identity section aims to streamline case institution processes while deterring false and frivolous litigation trough imposition of the costs.
The press release said a revised policy for fixation of cases was approved vide circular No.31/Reg./IHC dated 06-02-2023 for expeditious disposal of cases.
As per the said policy, older cases have been categorized into oldest category up to the year, 2010, older category (2011-2015) and old category (2016-2017).
Since the implementation of this policy, 2026 cases from these categories have been disposed of over the past one year and five months, significantly reducing the backlog. Currently, 1351 cases filed up to 2017 remain pending adjudication before the benches of this court. After this, currently a new effort has been made to clear the backlog of old case.
